According to the source, the deputy head of the Customer Service of the Infrastructure Directorates Alexey Turutov created an organized group, which includes current employees of the Metro, as well as former employees of this infrastructure:

This group of people continues to lobby the interests of contractors for the performance of work in the metro and for the supply of material and technical supplies, make changes to the technical specifications under the contract, draw up requirements for the goods that allow affiliated companies to win auctions. All this was done by their beloved and honest "boss" Doshchatov Dmitry Alekseevich.

1. In accordance with the Working documentation Tram tracks GZ.TP-0008-20-TR TOM 1 approved by GUP "MM" dated 06/27/2024 on the section "Kursky railway station — return loop" — V. Susalny per., bldg. 4/6, bldg. 2 — bldg. 4/6, bldg. 3, V. Syromyatnicheskaya st., bldg. 7, bldg. 1, turn onto V. Susalny per. (curved section)" "Composite sleeper for the metro" in accordance with TU VDMA.663500.145 is used.

2. Currently, reinforced concrete sleepers SHTE are stored at the site. The change from composite sleepers to reinforced concrete ones (in the working documentation; in the author’s supervision log; letter of approval of changes) was not presented by the contractor.

3. According to the technical conditions (TU 23.61.12-012-68190779-2019), the warranty period for the operation of sleepers is four years from the date of their laying on the track. The calculation of the warranty period begins no later than 6 months from the date of receipt of the sleepers by the customer. The service life of reinforced concrete sleepers is up to 30 years. According to the presented Quality Passport No. 74 dated 08.08.2024 — Warranty period 12 months. Service life 3 years.

4. Sleepers stored and laid on the site have markings that are not made in accordance with GOST. According to GOST 21174-75, paragraph 5.1 (page 13), the upper surface of each sleeper must have a marking pressed into the concrete:
